AMD Dual-Core Optimizer Utility

AMD has released a utility that fixes the [tag]Time Stamp Counter[/tag] ([tag]TSC[/tag]) issues that exist with dual-core AMD processors (such as the 64 X2 range).  The [tag]AMD[/tag] [tag]Dual-Core[/tag] Optimizer Utility is a driver that is used to sync the time stamp counters on both processor cores.  This fixes issues discovered in older games that were incompatible with multi-threading and which would otherwise crash, run too fast or out of sync.

The patch also fixes issues with processor affinity - for example, in the game "Need for Speed: Most Wanted", users had to manually set the processor affinity for the game in Task Manager to prevent taking a huge performance hit.
